The defense department says missile defense plans can't be held to a strict schedule because they're still developing the technology and need to "find the right balance between what is needed and what is possible."

Why can't they just admit they're wasting our money and that what they think is "needed" is physically impossible?

Because that'd be the government admitting fallibility, and we know that's not going to happen.
